What is Title V?
Title V is a 1998 amendment to the Higher Education Act of 1965. The Developing Hispanic-Serving Institutions (DHSI) Program exists to provide resources of an educational nature in the form of grants that enhance learning opportunities in higher education for Hispanic students. Through Title V, the U.S. Department of Education offers five-year grants to Hispanic-Serving Institutions (HSIs) to enhance their academic offerings, program quality, and institutional stability.

Our Con Ganas Project
WNMU was awarded a $2.92 million five-year competitive grant in September 2022, which ends in 2027. This is among the largest competitive federal grants WNMU has ever been awarded.
The Western New Mexico University (WNMU) Title V project, Con Ganas, focuses on improving how qualifying universities with at least 25% or more Hispanic enrollments can improve how they serve their students through systemic, institutionalized changes that increase the capacity of the HSI to better serve its Hispanic students. WNMU has approximately 50% Hispanic student enrollments.
Specifically our Title V grant award, Con Ganas, focuses on targeted efforts to make WNMU’s curriculum more responsive and relevant, and supported, for our Hispanic / Latinx / Latina / Latino learners who make up about half of our student population.

- Making the curriculum more relevant & responsive to our Hispanic learners
- Strengthening support for our Hispanic learners.
- Measuring project outcomes for a virtuous cycle of continuous improvement
- Improving outreach and opportunities addressing financial literacy(financial self-efficacy)
- Offering our learners opportunities for digital and traditional storytelling
